Mr. Vek Sam Oun had been a Buddhist monk for 12 years. He graduated from high school (Bakdup Pali School). He holds a bachelor's degree in human resource management and management. He has studied business success, sales skills, OPERACY and social media, as well as youth participation in democracy.

He has been providing informal education and training to Buddhist children and youth for more than 10 years. And now a leader in sales and business marketing with companies in the field of social media for more than 10 years.

As General Manager, he has led and coordinated staff in the organization to better functioning. He has used his nearly 20 years of experience and expertise to help the organization grow in line with its vision. He has strong commitment to lead in formulating policies, providing support, raising funds, reviewing the association's dispute resolution plans, leading strategic planning and execution plans, providing guidance and orienting the implementation and projects. He has led and coordinated all activities of the association set out to ensure transparency, accountability, efficiency and effectiveness of service delivery.
